EKII State Support for Electric and Eco-Friendly Vehicle Purchases
The Emisijas kvotu izsolīšanas instruments (EKII) is a Latvian state support program for purchasing environmentally friendly vehicles. The program provides financial support for electric vehicles (BEV), plug-in hybrids (PHEV), and hydrogen fuel cell vehicles.
The application phase for the 2026–2029 program cycle started on May 11, 2026.
Available Support for Vehicle Purchase
The support amount ranges from €3,000 to €9,000 per vehicle, depending on the vehicle type and buyer status.
New Electric, Hydrogen, or Plug-in Hybrid Vehicle
Private buyer: €4,000
Large family with a 5+ seat vehicle and a “Latvian Honorary Family” card: €6,750
Large family with a 7+ seat vehicle: €9,000
Used Electric or Hydrogen Vehicle
Private buyer: €3,000
Large family with a 5+ seat vehicle: €5,000
Large family with a 7+ seat vehicle: €6,750
Important: In the 2026 program, used plug-in hybrids do not qualify for support.
Additional Bonuses
Old Vehicle Scrappage Bonus
An additional €2,000 support bonus may be available if an old internal combustion engine vehicle — petrol, diesel, or gas — is scrapped and handed over for recycling or donated to the Ukrainian Armed Forces.
Additional Support for Large Families
Holders of the “Latvian Honorary Family” card with more than three children may receive additional support of €1,000 for each additional child.
Main Conditions
The total program funding is €40 million.
The support program is available until the funding is exhausted, but no later than December 31, 2029.
The vehicle price cap is up to €45,000 for standard vehicles and up to €60,000 for 6–7 seat vehicles, calculated for the base trim excluding VAT.
For used vehicles, the vehicle must be no older than 7 years from first registration, have mileage below 150,000 km, and must not have been registered in Latvia for more than 12 months before purchase.
How to Use EKII Support When Buying a Vehicle
Choose a suitable electric or other eco-friendly vehicle from a dealership participating in the EKII program. Once the dealership has signed an agreement with VIF, the buyer can apply for state support and use it toward the vehicle purchase.
